Abstract
This paper places itself in the context of the growing recognition that decentralised management of natural resources offers scope for greater efficiency and sustainability. However, it requires local actors not simply to be informed of general technical issues but to have the capacity to generate actionable information about local challenges. The paper describes some apporaches to enabling this capacity with particular reference to water supply.
